GIMP
Application that is starting to compete (although still not quite on the same level) with Photoshop. The difference is that GIMP is Open Source and therefore completely free. It is fast, efficient and full of options and filters of great quality. You may feel a bit lost to begin with but after a bit of practice you'll appreciate its worth. Its shortcomings are not to do with its graphics but mainly with its compatibility with the operating system (you may get some error messages every now and then). Overall I still think this is a very good application.

Paint.net
IPaint.NET is image and photo manipulation software designed to be used on computers that run Windows 2000, XP, Vista, or Server 2003. It supports layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. Paint.NET includes simple tools for drawing shapes, including an easy-to-user curve tool for drawing simple splines or Bezier curves. The facilities for creating and working with selections is powerful, yet still simple enough to be picked up quickly. Other powerful tools include the Magic Wand for selecting regions of similar color, and the Clone Stamp for copying or erasing portions of an image. There is also a simple text editor, a tool for zooming, and a Recolor tool.

Photofiltre
PhotoFiltre is a complete image retouching program. It allows you to do simple or advanced adjustments to an image and apply a vast range of filters on it. It is simple and intuitive to use, and has an easy learning curve. The toolbar, giving you access to the standard filters with just a few clicks, gives PhotoFiltre a robust look.

SplitImage
SplitImage is a free software for dividing an image into multiple parts: you can use it for web pages (since it automatically creates a tab in a html file), or for any purpose. It is very easy to use and supports PNG, JPG and BMP. Really a nice app.

PowerBatch
A good batch free application for pictures (batch means that you can modify your pictures all together: for example you have a directory with hundreds of pics that you need to resize, change saturation or contrast, birghtness, etc., and save in a different format: with a batch application, you can do this in a moment).

Irfanview and XnView have some nice batch features (especially the latter), but PowerBatch is more powerful, and with it you can achieve more complex results. Anyway, PowerBatch is more difficult to master, so if you need to do something of very simple, you had better to use IrfanView or XnView.
